Dear County Superintendents of Schools:

First Apportionment for
Comprehensive Support and Improvement
Local Educational Agency
Every Student Succeeds Act
Fiscal Year 2022–23

This apportionment, in the amount of $33,307,063, is made from federal funds provided to the state under Title I, Part A, of the Elementary and Secondary Education Act of 1965, as amended by the Every Student Succeeds Act (ESSA) (Public Law 114‒95). Section 1003 of the ESSA provides grants to Local Educational Agencies (LEAs) to serve schools implementing Comprehensive Support and Improvement (CSI) activities. Access additional information relating to the apportionment of CSI funds to LEAs for fiscal year 2022–23 at https://www.cde.ca.gov/fg/fo/r14/csilea22apptoverview.asp. Warrants will be mailed to each county treasurer approximately three weeks from the date of this letter.

Information about the program, allocation and apportionments, grant award identification, applicable federal rules and regulations, and the grant award period are posted on the California Department of Education (CDE) Funding Results page at https://www.cde.ca.gov/fg/fo/r14/csilea22result.asp.

Only those LEAs that submitted the 2022–23 ESSA CSI LEA Application for Funding to the CDE by March 3, 2023, are included in this apportionment. The first apportionment is equal to 25 percent of a LEA’s final allocation. The amount paid to each LEA is based on a formula that takes into consideration the number of schools eligible for CSI, statewide. Apportionments for subsequent grant performance periods will be based on cumulative expenditures less prior cumulative payments, not to exceed each LEAs allocation.

Pursuant to ESSA Section 1111(d)(1)(C)(ii), LEAs with one or more Dashboard Alternative School Status (DASS) Community of Practice (CoP) schools identified in the 2022 California School Dashboard under the CSI Low Graduation Rate criteria, with less than 100 enrolled students in the prior school year, had the option to forgo implementation of all CSI-related improvement activities. LEAs that chose to opt-out one or more DASS CoP schools in the 2022–23 ESSA CSI LEA Application for Funding forgo the CSI funding associated with those specific schools.

County superintendents were notified of this apportionment by email sent to their CDEfisc email addresses. The CDE requested that the email be forwarded to all school districts and charter schools in the county, and included the links to this letter and the accompanying apportionment schedule posted on the CDE web page at https://www.cde.ca.gov/fg/aa/ca/.
