Dear County Superintendents of Schools:

First Apportionment for the
Low-Performing Students Block Grant
Fiscal Year 2018–19

This apportionment, in the amount of $150,000,236, is made from funds provided in Section 31.5 of Assembly Bill (AB) 1808 (Chapter 32, Statutes of 2018), in support of the Low-Performing Students Block Grant (LPSBG). The LPSBG allocates $300 million for local educational agencies (LEAs), including county offices of education (COEs), school districts, and charter schools for the benefit of identified students as defined in Education Code Section 41570(d).

As a condition of receipt of funds, LEAs are required to report to the California Department of Education (CDE) by March 1, 2019, on a web application to be prescribed, on the adopted plan to use the grant funds to increase the academic performance of the identified pupils, and by November 1, 2021, on a web application to be prescribed, on the implementation of the plan, the strategies used, and whether those strategies increased the academic performance of the identified pupils.

Preliminary entitlements are allocated to each eligible COE, school district, and charter school (both local and direct funded) at a rate of $1,976.02 per eligible student identified as low-performing on the most recently available state English language arts or mathematics assessments who are not otherwise identified for supplemental grant funding under the local control funding formula or eligible for special education services. The amount paid in this apportionment reflects approximately 50 percent of the preliminary entitlement calculated for each eligible LEA. Remaining funds will be released in the spring of 2019 subject to adjustments made for the required report due by March 1, 2019.

The county superintendents of schools were notified of this apportionment by email, which was sent to their CDEfisc email addresses. The CDE requested that the email be forwarded to the school districts and charter schools in the county, and included the link to this letter and the apportionment schedule which are posted on the CDE web page at https://www.cde.ca.gov/fg/aa/ca/lpsbg.asp under fiscal year 2018–19.

Warrants will be mailed to each county treasurer approximately three weeks from the date of this Notice. For standardized account code structure coding, use Resource Code 7510, Low-Performing Student Block Grant, and Revenue Object Code 8590, All Other State Revenue. Pursuant to AB 1808, the deadline to encumber funds is June 30, 2021.
