Learning Loss Mitigation Fund

Funding Description

Learning Loss Mitigation Funds are provided for activities that directly support pupil academic achievement and mitigate learning loss related to COVID-19 school closures.

Eligibility

Eligible Applicants Local educational agencies
Required Eligibility Criteria Prior to receiving funds local educational agencies (LEAs) are required to submit an application and assurances. As a condition of funding LEAs must adopt a learning continuity and attendance plan pursuant to EC Section 43509, maintain a file of all receipts and record of expenditures; and report unspent Coronavirus Relief Fund amounts by August 31, 2020, and unspent Governor's Emergency Education Relief Fund amounts by August 31, 2021.
Other Eligibility Considerations Pursuant to Section 110(i), Nonclassroom-based charter schools are not eligible for allocations in formulas (a) and (b). See allocation formulas below.

Allocation Formula Funds will be allocated under 3 separate formulas established in Section 110 of SB 98: (a) $1,500,000,000 based on an equal amount per special education pupil age 3-22 as of the 2019-20 Fall 1 Census; (b) $2,855,227,000 based on each LEA's relative proportion of supplemental and concentration funding as of the 2019-20 Second Principal (P-2) Apportionment, (c) $979,770,000 based on an LEA's relative proportion of the LCFF entitlement as of the 2019-20 P-2 Apportionment

Other Funds may be used for the purposes detailed in Sec. 110(d) of SB 98. In general, purposes include addressing learning loss or accelerating progress to close learning gaps; extending the instructional school year; providing additional academic services for pupils; and providing integrated pupil supports to address other barriers to learning.
