Apportionment for
Literacy Instruction Professional Development
Fiscal Year 2025–26

This apportionment, in the amount of $200,000,000, is made from the State General Fund pursuant to Section 83 of Assembly Bill (AB) 121 (Chapter 8, Statutes of 2025) to support literacy instruction professional development in California Education Code (EC) Section 33319.6, as added by Section 15 of Assembly Bill 121 (Chapter 8, Statutes of 2025) and amended by Section 1 of Senate Bill 147 (Chapter 744, Statutes of 2025). Funding is provided to county offices of education, school districts, charter schools, and state special schools to train certificated and classified staff who provide literacy instruction, or who support any teacher who provides literacy instruction, to pupils in transitional kindergarten (TK), kindergarten, or any of grades one to five, inclusive, using the professional development programs that meet the criteria and guidance approved pursuant to EC Section 33319.6(a).

Pursuant to EC Section 33319.6(d)(1)(A), funding is allocated to local educational agencies (LEAs) based on the number of full-time equivalent (FTE) certificated staff providing literacy instruction to pupils in grades TK–5, as reported through the California Longitudinal Pupil Achievement Data System as of October 2025. LEA allocations were calculated using an equal amount per FTE certificated staff of approximately $1,686.82 ($1,686.81818961). The amounts paid in this apportionment reflect 100 percent of each LEA’s allocation. Funds are available for expenditure from the 2026–27 fiscal year to the 2029–30 fiscal year, inclusive.

Reporting Requirements

Pursuant to EC Section 33319.6(d)(3), each LEA receiving Literacy Instruction Professional Development funds must submit a report to the California Department of Education (CDE) no later than September 1, 2029. The report must identify the number of teachers who received professional development and the professional development program utilized at both the LEA and school site levels.

Accounting and Payment Information

A warrant will be mailed approximately three weeks from the date of this letter. For standardized account code structure coding, use Resource Code 6212, Literacy Instruction Professional Development, and Revenue Object Code 8590, All Other State Revenue. County Superintendents of Schools were notified of this apportionment by email sent to their CDEfisc email addresses. The CDE requested that the email be forwarded to school districts and charter schools in the county and included the links to this letter and the accompanying apportionment schedule posted on the CDE web page at https://www.cde.ca.gov/fg/fo/r14/lipd25result.asp.
