Funding Description

Funding is allocated to eligible local educational agencies to train certificated and classified staff who provide or support literacy instruction to pupils in transitional kindergarten, kindergarten, or any of grades 1 to 5, inclusive, using professional development programs that meet the criteria and guidance in California Education Code (EC) Section 33319.6(a).

Required Eligibility Criteria Only county offices of education, school districts, and charter schools serving pupils in transitional kindergarten, kindergarten, or any of grades 1 to 5, inclusive.
Other Eligibility Considerations On or before September 1, 2029, local educational agencies (LEAs) receiving an allocation must report to the department the number of teachers that received professional development and which professional development program was used at the LEA and school site level.

Other LEAs may expend the funds received from fiscal year (FY) 2026-27 to FY 2029-30, inclusive. Funds must be used to provide professional development for teachers who teach pupils in transitional kindergarten, kindergarten, or any of grads 1 to 5, inclusive, who have not passed the literacy performance assessment pursuant to EC Section 44320.3 or have not already received training in a pre-service or in-service program that meets the state's criteria in EC Section 33319.6. Any remaining funds may be used to provide professional development for teachers in other grade levels, as well as additional training for teachers who have already met the literacy training requirements.
