Dear County Superintendents of Schools:

Apportionment for
Literacy Screenings Professional Development
Fiscal Year 2024–25

This apportionment, in the amount of $24,999,979, is made from the State General Fund pursuant to Section 117 of Senate Bill 153 (Chapter 38, Statutes of 2024) in support of the Literacy Screenings Professional Development program. Funding is provided to county offices of education, school districts, and charter schools for training educators to administer pupil screenings in kindergarten (excluding transitional kindergarten) and grades one and two to assess risk of reading difficulties using approved screening instruments, as identified by the State Board of Education pursuant to California Education Code Section 53008.

Pursuant to Section 117(b), an eligible local educational agency (LEA) must have pupils enrolled in kindergarten or grades one or two, but excluding transitional kindergarten, as of the 2023–24 California Longitudinal Pupil Achievement Data System (CALPADS) Fall 1 Certification. LEA allocations are calculated on a per-pupil basis using the total enrollment for kindergarten and grades one and two attending the eligible LEAs as of the 2023–24 CALPADS Fall 1 Certification. The per-pupil funding rate is approximately $21.17 ($21.16855504). The amounts paid in this apportionment reflect 100 percent of each participating LEA’s allocation.

A warrant will be mailed approximately three weeks from the date of this letter. For standardized account code structure coding, use Resource Code 7810, Other Restricted State: Literacy Screenings, and Revenue Object Code 8590, All Other State Revenue. County Superintendents of Schools were notified of this apportionment by email sent to their CDEfisc email addresses. The California Department of Education (CDE) requested that the email be forwarded to school districts and charter schools in the county and included the links to this letter and the accompanying apportionment schedule posted on the CDE web page at https://www.cde.ca.gov/fg/aa/ca/lspd.asp.
