Dear County and District Superintendents and Charter School Administrators:

Pathways to Success: Multilingual Education Grant Program

On September 26, 2018, Governor Brown signed Assembly Bill 2514 (Thurmond et. al), Chapter 763, Statutes of 2018, into law, thereby adding Article 11 (commencing with Section 33440) to the California Education Code. With the passage of AB 2514 comes authorization for the Pathways to Success Grant Program. The purpose of this program is to grow the capacity for high-quality language learning by accomplishing the following:

  • Establishing and expanding dual-language immersion or developmental bilingual programs in elementary and secondary schools

  • Establishing early learning programs for dual language learners in state preschools operated by school districts and charter schools

  • Providing professional development modules to local educational agencies on designing and implementing new programs or expanding existing multilingual programs

Although the law was signed, funding was not appropriated to provide the grants. The Pathways to Success Grant Program, upon funding becoming available, will provide 10 one-time, three-year grants of up to $300,000 through a competitive Request for Applications (RFA) process. Priority shall be given to programs with an enrollment of at least 40 percent English learners. As soon as funding is appropriated by the governor, the CDE will provide notification of the grant RFA process.
