CLASS MB 23-10 Data Requirement Changes

Management Bulletin (MB) 23-10, released by the California Department of Education (CDE) in December 2023, included a May 15, 2024 deadline for California State Preschool Program (CSPP) contractors to provide information to the CSPP Regional Classroom Assessment Scoring System (CLASS) leads funded through the CSPP Achieving Success in Positive Interactions, Relationships, and Environments (ASPIRE) program.

This information, which is required to include information on the number and location of the contractor’s CSPP classrooms, and information on the date of last CLASS and CLASS Environment Observation for each CSPP program classroom, is intended to support the regional and statewide CLASS leads in identifying existing capacity and regional needs around CLASS and CLASS Environment. Since the CDE is still in the process of sending out Grant Award Notifications (GANs) to ASPIRE grantees, contractors will not be able to submit the required information to their CSPP Regional CLASS lead funded through ASPIRE by May 15th.

This email serves to extend the data collection deadline for information due to the CSPP CLASS Regional Leads funded through ASPIRE to 60 days after the CSPP Regional and Statewide CLASS leads receive their GAN.

The CDE, Early Education Division (EED) is working on updating the management bulletin to reflect this change but wanted to send out an email in the meantime with this interim guidance.

Once the Regional and Statewide Leads receive their GAN, in summer 2024, the CDE will notify CSPP contractors through this email distribution list, and contractors will then have 60 calendar days to submit the requested information to their CSPP Regional CLASS Lead (or Leads if the contractor operates in multiple counties that fall in different regions).

The CDE will be posting the Regional and Statewide Leads on the CDE’s Classroom Assessment Resources webpage at: https://www.cde.ca.gov/sp/cd/ci/classrmassessmtresource.asp. The CDE will also update the Classroom Assessment Resources page with a specific date. The information is due to CSPP CLASS Regional Leads funded through ASPIRE when that is available.

The CDE will release a data reporting template on the Classroom Assessment Resources page on CDE’s website in July 2024 and email the link to the data reporting template out on the email distribution list as well.

    The “Is Child Enrolled in a California Department of Social Services (CDSS) Program?” field shows if a child is also in a CDSS program while enrolled in California State Preschool Program (CSPP) with the California Department of Education (CDE).

    The ‘Is Child Enrolled in a Head Start Program?’ field indicates whether the child is also enrolled in a Head Start program, in addition to being enrolled in California State Preschool Program (CSPP) with the California Department of Education (CDE).

    New 801A data field “Provider Address 1” indicates the address where the provider offers California State Preschool Program (CSPP) services.
