Resources to provide financial support to professionals in the early learning and care field.

Early Learning and Care Division (EESD) Resources

  • AB 212 Child Development Staff Retention Funds
    Funds are provided to Child Care and Local Development Planning Councils (LPCs) for child care staff retention activities to retain qualified staffs who work directly with children in ELCD-contracted centers or family child care home education networks. The LPCs develop countywide plans in accordance with approved guidelines and submit these plans to the ELCD for review and approval. The funds are intended to supplement, not supplant, existing efforts and investments to retain qualified child care staff at the local level. There are currently LPCs representing each county in California. (See Education Code, Chapter 2.3, Article 1, Section 8499 and Article 2, Sections 8499.3, 8499.5 and 8499.7.)

    Helps potential teachers in child care and development programs to obtain a Child Development Permit by paying the cost of the application fees.
  • Community College Program External link opens in new window or tab.
    Encourages and supports students and professionals that work with children by providing services, training, and technical assistance, which promote professionalism and high quality programs.
  • Health and Safety Training Stipends -- Contact your local Resource and Referral agency.
  • TrustLine Registry Subsidized Application External link opens in new window or tab. (PDF)
    Supported by the TrustLine Registration process of State and federally subsidized license-exempt providers. Fees associated with the TrustLine process are paid for license exempt providers serving families who are eligible for subsidized child care or as participants in Stages 2 and 3 of the California Work Opportunities and Responsibility to Kids (CalWORKs) child care system.
