Dear County and District Superintendents and Charter School Administrators:

2017–18 California Assessment of Student Performance and Progress Apportionment Information

Annually, the California Department of Education (CDE) apportions funds to local educational agencies (LEAs) based on the actual number of pupils tested with the various California Assessment of Student Performance and Progress (CAASPP) assessments. In January 2018, the State Board of Education (SBE) approved the following LEA apportionment rates for assessments administered, as part of the CAASPP System, during the 2017–18 school year:

  • $4.00 per pupil administered any portion of the Smarter Balanced Summative Assessments and/or California Science Test (CAST)
  • $5.00 per pupil administered any portion of the California Alternate Assessments (CAAs) and/or CAA for Science
  • $5.00 per pupil administered any portion of the California Spanish Assessment (CSA)
  • $1.00 for preparing and providing required electronic test registration information to the contractor prior to the beginning of the LEA’s testing window for pupils mandated to be tested who were then not tested for any reason (e.g., due to parent exemption, being absent entire testing window, etc.).
  • $2.52 per pupil administered any portion of a CDE-certified grade two diagnostic test administered at the option and cost of the LEA per California Education Code (EC) Section 60644

State law does not authorize LEA apportionments for the optional Smarter Balanced interim assessments or formative (Digital Library) tools that are provided as a part of the CAASPP System.

For each pupil tested with any portion of the computer-based tests required in that grade, excluding alternate assessments, an LEA will receive $4.00 for that pupil. For each eligible pupil tested with any portion of the computer-based alternate assessments in that grade, an LEA will receive $5.00 for that pupil. An LEA will receive $1.00 for any pupil required to be tested but is not tested for any reason. The $1.00 is in lieu of the $4.00 or $5.00 the LEA would have received if the pupil had been tested. For each eligible Spanish-speaking EL administered the STS as a second test, at the option of the LEA, the LEA will receive an additional $2.52 for that pupil. For each pupil administered a CDE-certified grade two diagnostic assessment at the option of the LEA per EC 60644, as reported to the CDE by the LEA, the LEA will receive $2.52 per pupil.

LEA Reporting of Grade Two Diagnostic Tests Administered

California Code of Regulations, Title 5 (5 CCR), Division 1, Chapter 2, Subchapter 3.75, Section 861, stipulates that LEAs are to report the number of pupils tested to the CDE pursuant to EC Section 60644. LEA CAASPP coordinators are to report the number of grade two pupils tested, per EC 60644, to the CDE by completing a Grade Two Diagnostic Assessments Report, signing, and transmitting the form to the Assessment Development and Administration Division Fiscal Support Office electronically by July 31, 2018. The form may be transmitted by e-mail to ADADFiscalSupport@cde.ca.gov, by fax to 916-319-0969, or by U.S. mail to the address noted on the form. CDE to Distribute Apportionment Information Reports to LEAs

By January 2019, the CDE will produce and make available electronically to each LEA CAASPP Coordinator a 2017–18 CAASPP Apportionment Information Report. The report will indicate the amount the LEA will be apportioned, per the SBE-approved apportionment rates, based on the number of pupils tested in 2017–18 as reported to the CDE by the testing contractor and based on the number of pupils tested in 2017–18 with a grade two diagnostic assessment, per EC 60644, as reported to the CDE by the LEA. No action is required by the LEA until the report is received from the CDE in January 2019.

You can access the Online Reporting System Completion Report or your Student Downloadable File in order to verify the accuracy of the apportionment information report that the CDE will produce and make available by January 2019.
