English Language Development Compendium
An overview of essential resources available through the CDE that support planning, instruction, evaluation, and implementation decisions to effectively support English learners.California’s public education system serves one of the most linguistically and culturally diverse student populations in the nation, including a substantial number of English learner (EL) students. These students bring valuable perspectives and experiences to the classroom but often face unique challenges in accessing rigorous academic content. To support their success, educators need access to high-quality resources, professional learning, and evidence-based strategies that address the specific linguistic and academic needs of EL students. The California Department of Education (CDE) recognizes this need and is committed to equipping educators with the tools and guidance necessary to foster equitable learning environments and ensure that all EL students thrive.
The English Language Development (ELD) Compendium, developed in 2025, provides brief overviews of essential CDE resources that support planning, instruction, assessment, and program implementation for English learners. This document can serve as a practical guide for district and school leaders, ELD and bilingual program staff, classroom teachers, and educational partners. Each section includes hyperlinks that provide direct access to a wide range of resources specifically designed to support the academic success of EL students. Aligned with California’s vision for inclusive and effective education, these tools enable educators to enhance their practice, build stronger systems of support for EL students, and ensure that every English learner has the opportunity to thrive in a high-performing and equitable educational environment.
