Dear Publishers and Content Developers:
2026 California English Language Arts/English Language Development Instructional Materials Follow-up Adoption (Publisher Bulletin 1)
The California State Board of Education (SBE) has scheduled an English Language Arts/English Language Development (ELA/ELD) Instructional Materials Follow-up Adoption for 2026. This follow-up adoption will consider publisher/content developer submissions for instructional materials programs designed for transitional kindergarten through grade eight. The SBE anticipates final adoption action in November 2026.
The California Department of Education (CDE) ELA/ELD Instructional Materials web page now includes a formal Notice of Intent to Hold an Adoption, a Schedule of Significant Events, the evaluation criteria map, grade-level standards maps by program type, and an instructional materials reviewer application. The website soon will feature detailed Frequently Asked Questions.
This instructional materials follow-up adoption process will utilize the 2014 SBE-adopted English Language Arts/English Language Development Framework for California Public Schools, Kindergarten Through Grade Twelve (ELA/ELD Framework), the evaluation criteria found in chapter 12 of the ELA/ELD Framework, and supplemental guidance developed pursuant to recent legislation (AB 121, section 89
). Pursuant to state regulations, the SBE will add instructional materials approved in this follow-up adoption to the existing 2015 ELA/ELD adoption list (California Code of Regulations, Title 5, [5 CCR [Section 9517.1[c]
).
