Dear Executive Directors and Program Administrators, Preschool Programs:

Service County Enrollment Reporting for California State Preschool Contractors

This message is to notify California State Preschool Programs (CSPP) contractors that the California Department of Education (CDE), Early Education and Nutrition Fiscal Services (EENFS) has made updates to the Child Development Provider Accounting Reporting Information System (CPARIS) to allow enrollment reporting by service county.

Beginning with the January 2022 report, CSPP contractors are required to submit enrollment data by service county. Management Bulletin 22-01 notified contractors that CPARIS would be updated in February 2022 to allow contractors to report enrollment by service county. As of February 18, 2022, CPARIS will be updated to allow contractors to report enrollment data by service county. To allow contractors reporting in January additional time to complete reports, the January report deadline has been extended to March 1, 2022.

The service counties displayed in CPARIS are based on the approved counties as reflected in the Child Development Management Information System (CDMIS). Any issues with the displayed service counties should be reported immediately to the CPARIS Support email: CPARISSupport@cde.ca.gov.

The CPARIS User Manual has been updated to reflect the changes in the system, and to provide CSPP contractors with instructions specific to service county reporting. The updated User Manual will be posted this week on CDE's website here: https://www.cde.ca.gov/fg/aa/cd/. A webinar will be held on Thursday, February 24, 2022, to review the system changes. Information regarding this webinar will be released via a separate email.

Contractors are also reminded to review the Rate Reform Resources webpage, which provides guidance to CSPP contractors on the first stage of rate reform implemented on January 1, 2022. The Rate Reform Resources webpage can be accessed at https://www.cde.ca.gov/fg/aa/cd/ratereformresources.asp.
