Special Education: Out-of-Home Care


Funding Description

The Out-of-Home Care (OHC) Program provides funding through the Special Education AB 602 formula to Special Education Local Plan Areas (SELPAs) for pupils residing in group homes (GH) and other types of facilities located within each SELPA's geographic boundaries.

Required Eligibility Criteria All SELPAs are eligible for this funding.
Other Eligibility Considerations Pursuant to Assembly Bill 1808 (Ch. 32/2018), funding for each SELPA is based on the bed count data for GH and foster pupil count data that were used in the 2016-17 fiscal year. Funding for Community Care, Intermediate Care, and Skilled Nursing facilities is based on pupil count data collected by the Department of Developmental Services as of April 1, 2019 for children and youth ages 3 to 21.

Allocation Formula Funding for the GH is based on the number of beds (capacity) multiplied by the funding rate for the GH's rate classification level (RCL), ranging from level 3 to level 14, depending on the level of severity. In addition, funding for other facility types (foster family home, foster family agency, small family home, community care facility, intermediate care facility, and skilled nursing facility) is based on the number of pupils at each facility multiplied by its RCL rate. A 2.71 percent cost-of-living adjustment is provided for the 2018-19 fiscal year.

Other Funds are paid through the Principal Apportionment. Principal Apportionment amounts are calculated three times for each fiscal year: the First Principal Apportionment (P-1) is certified by February 20th, the Second Principal Apportionment (P-2) is certified by June 25th and the Annual calculation is certified by February 20th of the following year (with that year's P-1 certification).
