Comprehensive Literacy State Development Grant: Literacy Lead Agency

Funding Description

Literacy Lead Agencies will build expertise in the priorities identified in the State Literacy Plan and implement the strategies as a multi-year small-scale pilot with local districts. These strategies must align with state guidance and policies, be evidence-based, and support the literacy needs of economically disadvantaged and high-needs students. Grantees will support teachers in their region to improve comprehensive literacy instruction with a focus on statewide literacy priorities for each age and grade span.

Required Eligibility Criteria The lead applicant must be a county office of education (COE), or consortia of COEs, with demonstrated abilities and expertise developing, implementing, and supporting local educational agencies and their schools in literacy. This includes, but is not limited to leading professional learning networks and demonstrated literacy instruction and support programs that are focused on evidence-based family literacy strategies and projects that increase educational options for groups of students who have traditionally been underserved.
Other Eligibility Considerations COEs are encouraged to partner as a consortia with other COEs to submit a proposal to serve as a Local Literacy Lead Agency. If a consortia of COEs submits an application, one COE must be identified as the lead applicant.

Legal Authority Sections 2222-2225 of the Elementary and Secondary Education Act of 1965 authorizes the Comprehensive Literacy State Development (CLSD) Grant.

Allocation Formula The California Department of Education (CDE) shall issue $36,049,827 in grants, based upon merit, to successful applicants using the following funding formula: One grant for birth to age five programs for $5,685,867; Three grants for TK-5 programs for $5,060,660 each; Three grants for grades 6-12 programs for $5,060,660 each. In April 2023, CDE was granted an additional $2.7 million in CLSD Supplemental Award funding to expand and enhance existing grant projects. $2.6 million will be issued to the current grantees following the original funding formula: One grant for birth to age five programs for an additional $390,000; Three grants for TK-5 programs for an additional $368,333.33 each; Three grants for grades 6-12 programs for an additional $368,333.33 each.
