Funding Description

The Special Education Assembly Bill (AB) 602 Program provides funding to special education local plan areas (SELPAs) based on the SELPA's average daily attendance (ADA).

Allocation Formula The AB 602 funding model provides funding to the SELPAs based on rate per unit of ADA. The cost-of-living adjustments (COLA) provided for this fiscal year includes the suspended 2.31 percent 2020-21 statutory COLA and the 1.70 percent 2021-22 statutory COLA. The Out-of-Home Care Program is a component of the AB 602 funding model. Two Extraordinary Cost Pool (ECP) funds are also distributed through the AB 602 funding model (refer to the ECP Funding Profile and the Necessary Small SELPA ECP for Mental Health Funding Profile for more information).

Other Funds are paid through the Principal Apportionment. Principal Apportionment amounts are calculated three times for each fiscal year: the First Principal Apportionment (P-1) is certified by February 20th, the Second Principal Apportionment (P-2) is certified by June 25th and the Annual calculation is certified by February 20th of the following year (with that year's P-1 certification).
