American Rescue Plan - Homeless Children and Youth II (ARP-HCY II)


Funding Description

ARP-HCY II funds are to help local educational agencies (LEAs) identify homeless children and youth, provide wraparound services that address the multiple effects of the COVID-19 pandemic on homeless children and youth, and ensure that homeless children and youth are able to attend school and participate fully in school activities.

Required Eligibility Criteria ARP-HCY II funds will be allocated using a formula that is based equally on the proportional share of an LEA's allocation under Title I, Part for the most recent fiscal year, and the LEA's proportional share of the number of homeless children and youth identified by each LEA relative to all LEAs in the State, using the greater of the number of homeless children and youth in either the 2018-19 or 2019-20 school year in each LEA.
Other Eligibility Considerations If an LEA's allocation would be less than $5,000, in order to receive an ARP-HCY II subgrant, the LEA must join a consortium with its county office of education (COE) or with an LEA within the county to meet the $5,000 threshold.

Other ARP-HCY II funds must adhere to the allowable 16 authorized activities described in Title VII-B of the McKinney-Vento Homeless Assistance Act, as well as these funds can also provide the following: 1) wraparound services; 2) reliable high-speed internet; 3) needed supplies and cell phones; 4) short-term, temporary housing (2-3 day); and, 5) store cards or pre-paid debit cards.
