Mandate Block Grant, Fiscal Year 2025-26


Funding Description

Provide funding to county offices of education (COE), school districts and charter schools to fund the costs of various mandated programs and activities identified in Government Code (GC) Section 17581.6(f).

Eligible Applicants Local educational agencies
Required Eligibility Criteria For each fiscal year that a local educational agency (LEA) elects to receive block grant funding, it must submit a Mandate Block Grant Application which represents the Letter Requesting Funding.
Other Eligibility Considerations A school district or COE that receives Mandate Block Grant funding is not eligible to submit claims to the State Controller for reimbursement pursuant to GC Section 17560 for any costs of any state mandates included in the statutes and executive orders identified in GC Section 17581.6(f).

Allocation Formula Funds are allocated using average daily attendance (ADA) calculated as of the 2024-25 Second Principal Apportionment. Rates are as follows: Districts receive $39.09 per ADA for students in grades K through 8, and $76.48 per ADA for students in grades 9 through 12. County offices of education receive $39.09 per ADA for students in grades K through 8, $76.48 per ADA for students in grades 9 through 12, and $1.31 per unit of countywide ADA. Charter schools receive $20.52 per ADA for students in grades K through 8, and $58.21 per ADA for students in grades 9 through 12.
