California Assessment System Request for Submissions

Funding Description

This Request for Submissions (RFS) solicits submissions to evaluate contractors' capacity and expertise to develop, administer, score, analyze, and report assessments and implement a technology solution for the California Assessment of Student Performance and Progress (CAASPP) per California Education Code (EC) sections 60605 through 60648.5, and the English Language Proficiency Assessments for California (ELPAC) per EC sections 313 and 60810. This RFS begins the process to procure the next assessment contract. The California Department of Education anticipates that the work described in this RFS will begin on or about March 1, 2027.

Eligibility

Eligible Applicants Individuals, institutions of higher education, local educational agencies, nonprofit organizations, other organizations or agencies
Required Eligibility Criteria Sole proprietorships, partnerships, public or private agencies, and unincorporated organizations or associations may participate in this procurement process. The contractor must be legally constituted and qualified to do business within the State of California. See RFS for additional qualifications.

Allocation Formula The costs of the administration of the California Assessment System are fully funded by state and federal funds. Funding is contingent upon annual appropriation being made available by the Legislature.
