Significant Disproportionality Behavior Support

Funding Description

Of the funds appropriated in Senate Bill 101, Chapter 4, 6100-161-0890, Provision 13, $6,000,000 is available in one-time carryover funds for the State Performance Plan Technical Assistance Project (SPPTAP). Through SPPTAP, local educational agencies (LEAs) identified with significant disproportionality may use Individuals with Disabilities Education Act (IDEA) funds for comprehensive coordinated early intervening services (CCEIS). These funds shall be available for encumbrance until June 30, 2028, through the Significant Disproportionality Behavior Support (SDBS) Grant.

Eligible Applicants	Local educational agencies
Required Eligibility Criteria	The Center on Positive Behavior Interventions and Supports (PBIS), established by the United States Department of Education, designated Placer County Office of Education (PCOE) as the PBIS State Coordinator for California. The California Department of Education has identified PCOE as a support provider for LEAs facing significant disproportionality. The funding for this grant is supported by the SPPTAP via the Compliance and Improvement Monitoring (CIM) process
Other Eligibility Considerations	In 2016, the Office of Special Education Programs finalized regulations on significant disproportionality (Title 34, Code of Federal Regulations, section 300.646). Through SPPTAP, LEAs identified with significant disproportionality may use IDEA funds for CCEIS. The CCEIS is implemented through the CIM process, which helps LEAs reduce suspension and expulsion rates by strengthening PBIS and services for students with disabilities.
