Expanded Learning Opportunities Program


Funding Description

The Expanded Learning Opportunities Program (ELO-P) provides funding for afterschool and non-school day enrichment programs with a focus on local educational agencies (LEAs) with the highest concentration of targeted disadvantaged students (English learners and students categorically eligible for free or reduced-price meals).

Eligible Applicants Local educational agencies
Required Eligibility Criteria School districts and charter schools that offer classroom-based instruction for grades transitional kindergarten through sixth grade (TK-6) and have reported their intent to operate ELO-P in 2026-27 are eligible for funding, with the exception of charter schools established pursuant to California Education Code (EC) Section 47605.5.

Allocation Formula Funding is based on prior year second period (P-2) classroom-based TK-6 average daily attendance (ADA) and prior year P-2 TK-12 unduplicated pupil percentage (UPP). Nonclassroom-based ADA, including traditional and course based independent study ADA, is excluded. Eligible LEAs with prior year UPP equal to or greater than 55.00 percent receive $2,750 per classroom-based TK-6 ADA multiplied by TK-12 UPP, or the minimum $100,000, whichever is greater. Eligible LEAs with prior year TK-12 UPP equal to or less than 54.99 percent receive funding at a rate per classroom-based TK-6 ADA multiplied by the UPP that will be calculated based on the remaining funds available in the appropriation, or the minimum $100,000, whichever is greater.

Other The Advance Principal Apportionment is certified by July 20, 2026; the First Principal Apportionment (P-1) is certified by February 20, 2027; and the Second Principal Apportionment (P-2) is certified by June 25, 2027. Entitlement amounts are subject to change at P-1 and P-2, with funding rates becoming final at P-2.
