After School Education and Safety


Note: The due date for the request for applications has passed. This page is for reference and administration of funding.

The After School Education and Safety (ASES) Program is the result of the 2002 voter-approved initiative, Proposition 49. These programs are created through partnerships between schools and local community resources to provide literacy, academic enrichment and safe, constructive alternatives for students in kindergarten through ninth grade. Funding is designed to: (1) maintain existing before and after school program funding; and (2) provide eligibility to all elementary and middle schools that submit quality applications throughout California. The application is for new grantees as well as existing grant recipients who wish to increase funding.

Overview and instructions for the 2025-26 ASES grant application.

The Expanded Learning Division is posting an errata to correct the areas of the ASES Universal Request for Applications (RFA) in which there were indications that the fiscal agent can be an entity that is not a Local Educational Agency (LEA). The fiscal agent is an LEA, including a direct-funded charter school and will administer the grant funds (Education Code Section 8482.3[f][4]).

Gov Grants Submit your electronic application using the Gov Grants application portal.
Large School Adjustment Form (PDF) Form for applicants to fill out if applying for a large school adjustment.
Virtual Trainings and Assessment All Applicants and Co-Applicants who are applying for this RFA must complete a series of six training videos and an assessment to ensure a solid understanding of the grant requirements.

Certifications and Assurances

Document Description
ASES Certified Assurances (PDF) These Certified Assurances, per California Education Code (EC), are required as part of the After School Education and Safety Universal and Renewal grant application. Submit an original "wet" signature with blue ink as part of your ASES Universal application. One set of signed Certified Assurances for each applicant and co-applicant (if applicable).

General Assurances & Certifications

Required as a condition of receiving funds. Applicants do not need to sign and return them with the application; they must be downloaded and kept on file for compliance reviews, complaint investigations, or audits. Applicants that participate in the Consolidated Application - ConApp - should have a copy on file and do not need another copy. Program-specific assurances are not included here and should be listed separately on the Request for Application (RFA).
