Dear Prospective Bidders:

Request for Proposals for the Adult Education Accountability and Assessment

The enclosed Request for Proposals (RFP) invites proposals from eligible bidders to provide federal and state-approved assessments to local agencies; conduct the ongoing statewide collection and validation of student data in compliance with federal and state laws and regulations; produce and publish reports for the California’s data for federal and state entities; produce reports for use by locally funded agencies, and provide technical training and support, as required by the Adult Education and Family Literacy Act.

It is anticipated that the first Adult Education Accountability and Assessment contract will begin approximately on or after January 1, 2020, and will continue through December 31, 2021. The actual starting date of the contract is contingent upon approval of the agreement by the Department of General Services and continued California legislative authorization. The California Department of Education (CDE) anticipates a maximum of $4,900,000.00 will be available for this contract.
