Errata

The following are corrections to the Request for Applications (RFA) for the Workforce Innovation and Opportunity Act (WIOA), Title II: Adult Education and Family Literacy Act (AEFLA) Program.

1. Section 1.4 Critical Dates on pages 4 and 5.

   The critical dates table is revised to reflect the following milestone:

   Item	Date
   The California Department of Education (CDE) issues responses to appeals. Notice of Intent to Award updates subsequently.	By March 19, 2027

   All other dates remain unchanged.

2. Appendix D – Pre-Award Risk Assessment Questionnaire on pages 73 through 78.

   Adjust the maximum word count for each question as follows:

   • Questions 2, 7 and 12: 50 words
   • Questions 3 – 6, 8 –11: 100 words

4. Appendix D: Pre-Award Risk Assessment Questionnaire on pages 73 through 78.
   Delete and replace Question 3, Federal Grant Management Experience with the following:

   
   Within the past five years, has your organization managed any federal grants requiring adherence to federal cost principles (2 CFR Part 200) and performance reporting?

   • No, this would be our first federal award of this type
   • Yes, with fiscal and participant‑level reporting
   • Yes, fiscal reporting only

   If Yes, list up to five federal grants managed within the past five years, including the grant name, federal awarding agency or pass-through entity, and award amount. Include the largest federal award administered during this period. (100-word maximum)

   Clarification:
   "Any federal grants" includes current and prior WIOA, Title II: AEFLA awards.

5. Appendix D: Pre-Award Risk Assessment Questionnaire on pages 73 through 78.
   Delete and replace Question 4, Audits and Findings, with the following:
   
   

   Audit reports will be reviewed by the CDE as part of the pre‑award risk assessment.

   • Organizations that received funding from the CDE in the last two fiscal years, including AEFLA funding during the 2023–2027 grant cycle, should ensure that all required audit reports have been submitted to the CDE in accordance with prior grant requirements and respond to the question below.
   • Organizations that did not receive funding from the CDE in the last two fiscal years and were not required to undergo a Single Audit under 2 CFR Part 200, Subpart F, should select “No” below and do not need to upload audit reports.
   • Organizations that have not received funding from the CDE in the last two fiscal years and were required to undergo a Single Audit under 2 CFR Part 200, Subpart F, should select “Yes” below and provide their two most recent audit reports as part of this questionnaire.
   • Do not upload documentation related to findings.
