California Continues Strong Support for Education with 2026–27 Budget Agreement

SACRAMENTO—Governor Gavin Newsom has signed the 2026–27 California state budget, securing critical investments in public education that reflect priorities advanced by State Superintendent of Public Instruction Tony Thurmond and the California Department of Education. The budget provides record per-pupil funding, strengthens support for students with the greatest needs, supports educator workforce initiatives, and continues California’s leadership in community schools, universal meals, and student supports.

Superintendent Thurmond issued the following statement in response to the budget package.

“I’m pleased to see the priorities I've championed during my tenure as State Superintendent reflected in this budget package. California continues to invest in critical support for students, teachers, and staff. This budget includes record investments enhanced by a ‘super COLA’ of 4.31 percent, a $5 billion one-time Student Support and Professional Development Discretionary Block Grant, and permanent ongoing funding to expand the Community Schools program. I’m especially grateful to the Legislature for prioritizing support for students experiencing homelessness with $146 million for homeless youth services, consistent with my sponsored legislation Assembly Bill 673.

“We know student success depends on outstanding educators and strong school communities. This budget invests $428 million in teacher pipeline programs and provides funding for paid pregnancy leave for educators. It makes meaningful investments that will strengthen our public schools and help every student reach their full potential.

“While I am grateful for these historic investments and the progress this budget represents, I remain concerned about the decision to withhold $3.9 billion in Proposition 98 funding. Our schools need stable, predictable funding to continue delivering the programs and services that students depend on.

“I thank Governor Newsom and the Legislature for their continued partnership and commitment to California’s students, educators, and families. Together, we are making meaningful investments that will strengthen our public schools and help every student reach their full potential.”
