Subject: Notification of Selection for 2022-23 Civil Rights Review- [School]

Federal laws require the California Department of Education (CDE) Office of Equal Opportunity (OEO) to conduct civil rights reviews of local educational agencies (LEAs) which administer career and technical education (CTE) programs. Any LEAs that are recipients of federal financial assistance and have active CTE programs are eligible for selection of a civil rights review (CRR).

Selection for a Civil Rights Review are based on the following factors: (1) total enrollment of the school site; (2) CTE enrollment; and (3) disproportions in enrollment by sex, race, disability, Special Education, and limited English proficiency. Based on the data provided related to [sex, disability, race, SPED, EL] enrollment in CTE, [School site] has been selected for a CRR during the 2022-23 school year.

In order to begin preparations for the review, the OEO requests that you:

• Complete the attached Civil Rights Review General Information Request form by close of business June 15, 2022. Your timely completion of the form assists the OEO in scheduling the onsite Civil Rights Review without any potential conflicts. Completed forms must be emailed to OEOCRR@cde.ca.gov.
• Designate a minimum of one (1) CRR Coordinator, who will serve as the primary point of contact before, during, and after the review. The CRR Coordinator assigned must have program experience and be available throughout the entire review. To avoid findings of noncompliance the assigned CRR Coordinator will need to set up a CDE Monitoring Tool (CMT) account and upload any documents requested. For instruction on how to set up an account please visit the CDE Monitoring Tool (CMT) web page.
• Please provide legible copies of floor/building plans for the entire school site. The plans must identify all buildings, including, but not limited to, CTE classrooms, general and disabled parking, library(ies), cafeteria(s), lift(s), drinking fountain(s), stadium(s), shower(s)/bathing facility(ies), restroom(s), locker room(s), building main entrance(s) and exit(s), ramp(s), and elevator(s). Please submit these copies with your completed General Information Form to OEOCRR@cde.ca.gov.

Your LEA will also have a designated Program Reviewer who will work directly with your CRR Coordinator and other designated staff before, during, and after the review period. You will be notified of your Program Reviewer in communications to follow.

The 2022-23 CRR information, including Program Reviewer information, the program instrument, and other resources will be posted on the CDE Civil Rights web page. The assigned Program Reviewer will contact the designated CRR Coordinator when this information is posted.
