LPC Priorities

Local Planning Councils (LPCs) are required to identify local priority areas for child care services by submitting priorities electronically.

The primary mission of the Local Planning Councils (LPCs) is to plan for child care and development services based on the needs of families in the local community. LPCs are intended to serve as a forum to address the child care needs of all families in the community for all types of child care, both subsidized and non-subsidized. This web page assists LPCs in fulfilling their responsibility to identify local funding priority areas for state and federal funds for the State Preschool Program.

By May 30 of each year, upon approval by the county board of supervisors and the county superintendents of schools, a local planning council shall submit to both the California Department of Education (CDE) and the California Department of Social Services (CDSS)External link opens in new window or tab. the local priorities it has identified that reflect all child care needs in the county.

Each LPC should submit the LPC Declaration Form External link opens in new window or tab. (PDF) as well as an electronic LPC Zip Code Priority Excel worksheet via email to LPC-Reports@cde.ca.gov.
