Purpose

The Early Learning and Care Division (ELCD) is pleased to inform you about a new e-mail announcement system for critical contract-related documents including Management Bulletins (MBs) and general information about ELCD programs and services.

Regulatory Requirement

Effective July 1, 2008, pursuant to California Code of Regulations, Title 5, Section 18014, language has been added to the General Provisions of Funding Terms and Conditions (FT&C) for all ELCD contracts. This language requires that contractors utilize procedures provided by the ELCD to electronically provide e-mail addresses for the Executive Director and Program Director of each contract, and to maintain such addresses by adding new addresses and deleting old addresses, as needed.

Beginning July 1, 2008, the ELCD will utilize this new e-mail system to inform each Executive Director and Program Director of the issuance of all MBs, as well as other documents critical to program operation and contract administration. Many documents, including MBs, will no longer be printed and mailed to contractors. This system will allow the ELCD to provide documents and other information in a more timely way to all agencies while saving paper, printing, and mailing costs.

Policy

ELCD Agency Executive Directors: As required by contract FT&C, Executive Directors of ELCD contract agencies must subscribe to the “Executive Director” e-mail list so that they will receive critical documents and instructions related to their contract(s).

ELCD Agency Program Directors:  As required by contract Funding Terms and Conditions, Program Directors of ELCD contract agencies must subscribe to the “Program Director” e-mail list so that they will receive critical documents and instructions related to their contract(s).

In addition, ELCD contractors, as well as other agencies, organizations, and interested persons, are welcome to subscribe to program-specific e-mail lists in order to receive periodic information about various ELCD programs and services.

It is the responsibility of each contractor to assure that the e-mail addresses on file in the ELCD are accurate for contacting the Executive Director and the Program Director. The Web page address referenced below provides detailed instructions about how to add new addresses and delete old addresses whenever a contractor wishes to make a change.

How to Register: To subscribe to each of these e-mail lists, go to the E-mail Distribution List Subscription Web page at http://www.cde.ca.gov/sp/cd/ci/emailindex.asp and follow the instructions.

    The “Is Child Receiving Extended Learning and Care?” field applies to children in Transitional Kindergarten (TK) or Kindergarten (K) who also attend part-day California State Preschool Program (CSPP) during non-instructional hours.
  • Is Child Enrolled in a CDSS Program? (added 05-Aug-2025)
    The “Is Child Enrolled in a California Department of Social Services (CDSS) Program?” field shows if a child is also in a CDSS program while enrolled in California State Preschool Program (CSPP) with the California Department of Education (CDE).
  • Is Child Enrolled in a Head Start Program? (added 05-Aug-2025)
    The ‘Is Child Enrolled in a Head Start Program?’ field indicates whether the child is also enrolled in a Head Start program, in addition to being enrolled in California State Preschool Program (CSPP) with the California Department of Education (CDE).
  • Provider Address 1 (added 05-Aug-2025)
    New 801A data field “Provider Address 1” indicates the address where the provider offers California State Preschool Program (CSPP) services.
  • Provider Address 2 (added 05-Aug-2025)
    801A data field “Provider Address 2” indicates the secondary components of the address where the provider offers California State Preschool Program (CSPP) services.
