Purpose

This Management Bulletin instructs all California Department of Education Child Care and Development Program contractors to ensure that the requirements of the California Code of Regulations, Title 5 (5 CCR), Section 18117 are implemented and specifically complied with at all times.

Background

It has come to the attention of the Early Learning and Caret Division (ELCD) that there may have been instances of a parent who is receiving subsidized child care and development services, or that parent’s authorized representative, requesting to review the basic data file and that request being denied by the contractor.

Policy

It is imperative that contractors comply with the requirements of 5 CCR Section 18117(b), which states:

"The contractor shall permit the review of the basic data file by the child’s parent(s) or parent’s authorized representative, upon request and at reasonable times and places.”

  • Is Child Receiving Extended Learning and Care? (added 05-Aug-2025)
    The “Is Child Receiving Extended Learning and Care?” field applies to children in Transitional Kindergarten (TK) or Kindergarten (K) who also attend part-day California State Preschool Program (CSPP) during non-instructional hours.
  • Is Child Enrolled in a CDSS Program? (added 05-Aug-2025)
    The “Is Child Enrolled in a California Department of Social Services (CDSS) Program?” field shows if a child is also in a CDSS program while enrolled in California State Preschool Program (CSPP) with the California Department of Education (CDE).
