Native American Graduation Adornments Task Force Report (2025)
Executive Summary

Assembly Bill (AB) 945 (2021) established the NAGAT to assess implementation of California Education Code (EC) Section 35183.1 and develop recommendations to protect Native students’ rights to wear traditional tribal regalia and recognized objects of cultural or religious significance at graduation ceremonies. Pursuant to AB 945, NAGAT is required to gather public input, identify continuing barriers to implementation, and submit findings and recommendations to the Governor, the Legislature, and the Legislative Analyst’s Office.

To fulfill these responsibilities, NAGAT conducted a statewide survey of Native students, families, educators, tribal representatives, and community members between March and May 2025. The survey collected quantitative and qualitative data regarding awareness of the law, implementation practices, barriers experienced by students, and recommendations for improving compliance and cultural responsiveness in California schools.

To preserve the authentic voices and experiences of Native students, families, tribal leaders, and educators, the report incorporates examples, concerns, and recommendations shared directly through the NAGAT Task Force Survey and stakeholder engagement activities.
