Updates to Data Fields in the Monthly Child Care Population (801A) Report for Fiscal Year (FY) 2025–26
The Monthly Child Care Population (801A) Report is implementing several changes, including new, updated, and removed data fields for the 2025–26 fiscal year. This will go into effect during the July 2025 reporting period which opens on August 4, 2025.
New 801A Field in the Family Domain: Head-of-Household Address 1
The new 801A data field “Head-of-Household Address 1” indicates the address where the Head-of-Household resides. This field should include the following address components: Primary Street Number, Predirectional, Street Name, Street Suffix, and Postdirectional information. This field is required; example data for this field is: “123 Main Street”.
The information for this field can be found on the Confidential Application for the California State Preschool Program ((Early Education Division (EED) 9600 Form), on Page 1 in the “Parent/Guardian A: Contact Information” Section as “Street Address”.
*Please note, in the circumstance where a family is experiencing homelessness and cannot provide this information on the EED 9600 Form during certification or any other time during the duration of their enrollment, please contact the CDMIS Support Team at CDMIS@cde.ca.gov for instructions on how to submit the record without this information.
New 801A Field in the Family Domain: Head-of-Household Address 2
The new 801A data field “Head-of-Household Address 2” indicates the secondary components of the address where the Head-of-Household resides. This field may include, but is not limited to, unit, suite, or apartment information not included in the “Head-of-Household Address 1” field. Data entry in this field is optional. However, if you are submitting an electronic file, this field must be included in the file, even if it is blank. Example data for this field is: “Apartment 23”.
The information for this field can be found on the EED 9600 Form, on Page 1 in the “Parent/Guardian A: Contact Information” Section as “Street Address”.
New 801A Field in the Family Domain: Head-of-Household City
The new 801A data field “Head-of-Household City” indicates the formal name of the city or town where the Head-of-Household resides. Please spell the city name out entirely, do not use abbreviations. This field is required; example data for this field is: “Los Angeles”.
The information for this field can be found on the EED 9600 Form, on Page 1 in the “Parent/Guardian A: Contact Information” Section as “City”.
New 801A Field in the Family Domain: Head-of-Household State
The new 801A data field “Head-of-Household State” indicates the State or Province in an address where the Head-of-Household resides, and is restricted to only California (CA), Arizona (AZ), Nevada (NV), and Oregon (OR). You must use the two letter abbreviation for one of the acceptable states. This field is required; example data for this field is “CA”.
The information for this field can be found on the EED 9600 Form, on Page 1 in the “Parent/Guardian A: Contact Information” Section as “State”.
New 801A Field in the Family Domain: California Work Opportunity and Responsibility to Kids (CalWORKs) Recipient
The new 801A data field “CalWORKs Recipient” indicates whether the family or child receives any California Work Opportunity and Responsibility to Kids (CalWORKs) services. This field is required; only one option may be selected from the following options:
- 01 – Adult(s) and Child(ren) Cash Aid
- 02 – Child(ren) Cash Aid
- 03 – Diversion Services
- 04 – Not Applicable
The information for this field can be found on the EED 9600 Appendix Form in Section 1: Additional Child Information, under “CalWORKs Recipient?”
New 801A Field in the Family Domain: Reason for Needing Service
The new 801A data field “Reason for Needing Service” indicates the reason a family qualifies as needing California State Preschool Program (CSPP) services, as specified in California Education Code (EC) Section 8208(d)(4). This field is required; only one option may be selected from the following options:
- A - Homeless
- B - Working
- C - CPS or At-Risk
- D - Parent/Caretaker Incapacitated
- E - Education or Training
- F - Actively Seeking Employment
- G - Seeking Permanent Housing
- H - No Need (Including Part-Day)
- I - Qualified Neighborhood School
The information for this field can be found on the EED 9600 Form, in Section III, “Reason for Needing Services”. If more than one need is selected on the EED 9600 Form, select the Family’s primary reason for needing services.
Removed 801A Field in the Family Domain: TANF/CalWORKs Cash Aid Recipient?
The “Temporary Assistance for Needy Families (TANF)/California Work Opportunity and Responsibility to Kids (CalWORKs) Cash Aid Recipient?” field will no longer be collected beginning with the July 2025 801A Report, and for every 801A Report thereafter. The data collection from this field will be replaced by the aforementioned “CalWORKs Recipient” field. Please remove this field from electronic files beginning with the July 2025 801A Report, and ensure you are following the updated electronic file template, found in the Updated Electronic File Template section of this update.
Removed 801A Field in the Family Domain: Family Income Greater Than 85 Percent of the State Median Income
The “Family Income Greater Than 85 Percent of the State Median Income” field will no longer be collected beginning with the July 2025 801A Report, and for every 801A Report thereafter. Please remove this field from electronic files beginning with the July 2025 801A Report, and ensure you are following the updated electronic file template, found in the Updated Electronic File Template section of this update.
New 801A Field in the Child Domain: Is Child Receiving Extended Learning and Care?
The new 801A data field “Is Child Receiving Extended Learning and Care?” is applicable for children enrolled in a Transitional Kindergarten (TK) or Kindergarten (K) program that are also enrolled in part-day CSPP services for extended learning and care services during the hours that they are not receiving educational services in a TK or K program. This field is required; only one option may be selected from the following options:
- Y – Yes
- N – No
This information should be retained in the Child File where your Agency retains information.
New 801A Field in the Child Domain: Child’s Eligibility
The new 801A data field “Child’s Eligibility” indicates the criteria in which a child is eligible for CSPP services, as specified in EC Section 8208(d)(4). This field is required; only one option may be selected from the following options:
- A – Homeless (Experiencing Homelessness)
- B – Income Eligible
- C – Protective Services (CPS or At-Risk)
- D – Qualified Neighborhood School
- E – Current Aid Recipient (Cash Aid)
- F – Children with Disabilities (Exceptional Needs)
- G – Government Programs Categorical Eligibility
- H – Early Enrollment TK Eligibility

New 801A Field in the Child Domain: Is Child Enrolled in a California Department of Social Services (CDSS) Program?
The new 801A data field “Is Child Enrolled in a CDSS Program?” indicates whether the child is also enrolled in a California Department of Social Services (CDSS) childcare program, in addition to being enrolled in CSPP with the CDE. This field is required; only one option may be selected from the following options:
- 01 - No, the child is not enrolled in a CDSS Program.
- 02 - Yes, the child is enrolled in CalWORKs Stage One Child Care (C1AP).
- 03 - Yes, the child is enrolled in CalWORKs Stage Two Child Care (C2AP).
- 04 - Yes, the child is enrolled in CalWORKs Stage Three Child Care (C3AP)
- 05 - Yes, the child is enrolled in Alternative Payment Program (CAPP)
- 06 - Yes, the child is enrolled in Migrant Alternative Payment Program (CMAP)
- 07 - Yes, the child is enrolled in Emergency Child Care Bridge Program for Foster Children (Bridge Program)
- 08 - Yes, the child is enrolled in General Child Care and Development (CCTR)
- 09 - Yes, the child is enrolled in Migrant Child Care and Development Programs (CMIG)
- 10 - Yes, the child is enrolled in Children with Severe Disabilities (CHAN)
- 11 - Yes, the child is enrolled in Family Child Care Home Education Networks (CFCC)
- 12 - Unknown if the child is enrolled in a CDSS Program

New 801A Field in the Child Domain: Is Child Enrolled in a Head Start Program?
The new 801A data field “Is Child Enrolled in a CDSS Program?” indicates whether the child is also enrolled in a Head Start program, in addition to being enrolled in CSPP with the CDE. This field is required; only one option may be selected from the following options:
- 01 - No, the child is not enrolled in a Head Start Program.
- 02 - Yes, the child is enrolled in Head Start.
- 03 - Yes, the child is enrolled in Early Head Start.
- 04 - Yes, the child is enrolled in Migrant Head Start.
- 05 - Yes, the child is enrolled in Tribal Head Start.
- 06 - Unknown if the child is enrolled in a Head Start Program.
This information should be retained in the Child File where your Agency retains information.
Updated 801A Field in the Child Domain: Child’s Gender
The updated 801A data field “Child’s Gender” indicates the child’s gender, and has been updated to accommodate an additional option in order to align with other existing Early Education Division and California Department of Education data systems. This field is required; only one option may be selected from the following options:
- M – Male
- F – Female
- X – Non-Binary (new option available in the July 2025 801A Report and beyond)

Updated 801A Field in the Child Domain: Child has an Individualized Education Program (IEP) or Individualized Family Service Plan (IFSP)
The updated 801A data field “Child has an IEP or IFSP” indicates whether the child has an active IEP or IFSP, or if they did during time of enrollment. This field is required; only one option may be selected from the following options:
- 01 – Yes, the child has an active IEP or IFSP
- 02 – No, the child does not have an active IEP or IFSP
- 03 – No, but the child was certified with an active IEP or IFSP at time of enrollment

Removed 801A Field in the Child Domain: Child’s Primary Language
The “Child’s Primary Language” field will no longer be collected beginning with the July 2025 801A Report, and for every 801A Report thereafter. All language data for community-based organizations (CBOs) and community college districts is required to be submitted in the Preschool Language Information System (PLIS) in the PLIS Report on a quarterly basis. Please remove this field from electronic files beginning with the July 2025 801A Report, and ensure you are following the updated electronic file template, found in the Updated Electronic File Template section of this update.
Removed 801A Field in the Child Domain: Child is English Learner
The “Child is English Learner” field will no longer be collected beginning with the July 2025 801A Report, and for every 801A Report thereafter. All language data for community-based organizations (CBOs) and community college districts is required to be submitted in the Preschool Language Information System (PLIS) in the PLIS Report on a quarterly basis. Please remove this field from electronic files beginning with the July 2025 801A Report, and ensure you are following the updated electronic file template, found in the Updated Electronic File Template section of this update.
New 801A Field in the Provider Domain: Is this Provider License Exempt?
The new 801A data field “Is this Provider License Exempt?” field indicates whether the provider is license-exempt, or if they hold an active childcare license number. This field is required; only one option may be selected from the following options:
- Y – Yes
- N – No
This information should be retained where the agency maintains records on Provider Information.
New 801A Field in the Provider Domain: Provider License Number
The new 801A data field “Provider License Number” field is a field where the CDSS facility license number is entered. If the “Is this Provider License Exempt?” field is answered “No”, this field is required, and the response must be nine (9) digits long. If the “Is this Provider License Exempt?” field is answered “Yes”, this field is required to be left blank. An example value for this field is “123456789”.

New 801A Field in the Provider Domain: Provider Address 1
The new 801A data field “Provider Address 1” indicates the address where the provider offers CSPP services. This field should include the following address components: Primary Street Number, Predirectional, Street Name, Street Suffix, and Postdirectional information. This field is required; example data for this field is: “456 Broadway Avenue”.
This information should be retained where the agency maintains records on Provider Information.
New 801A Field in the Provider Domain: Provider Address 2
The new 801A data field “Provider Address 2” indicates the secondary components of the address where the provider offers CSPP services. This field may include, but is not limited to, unit, suite, or apartment information not included in the “Head-of-Household Address 1” field. Data entry in this field is optional, however, if you are submitting an electronic file, this field must be included in the file, even if it is blank. Example data for this field is: “Unit 78”.
This information should be retained where the agency maintains records on Provider Information.
New 801A Field in the Provider Domain: Provider City
The new 801A data field “Provider City” indicates the formal name of the city or town where provider offers CSPP services. Please spell the city name out entirely, do not use abbreviations. This field is required; example data for this field is: “Sacramento”.
This information should be retained where the agency maintains records on Provider Information.
New 801A Field in the Provider Domain: Provider State
The new 801A data field “Provider State” indicates the State or Province in an address where the provider offers CSPP services, and is restricted to only California (CA), Arizona (AZ), Nevada (NV), and Oregon (OR). You must use the two letter abbreviation for one of the acceptable states. This field is required; example data for this field is “CA”.
This information should be retained where the agency maintains records on Provider Information.
Updated 801A Field in the Provider Domain: Type of Childcare
The updated 801A data field “Type of Childcare” indicates whether the setting type in which the child receives CSPP services. This field is required; only one option may be selected from the following options:
- 02 – Licensed Family Childcare Home (Small) (updated option available in the July 2025 801A Report and beyond)
- 03 – Licensed Family Childcare Home (Large)
- 04 – Licensed Center-Based Care
- 11 – Licensed-Exempt Center-Based Care
The following options will be removed from the 801A Report beginning with the July 2025 801A Report:
- 05 – License-exempt in a child’s home - relative
- 06 – License-exempt in a child’s home - nonrelative
- 07 – License-exempt outside the child’s home - relative
- 08 – Licensed-exempt outside the child’s home - nonrelative
If one of the retired codes above is submitted in an electronic file for an 801A during the July 2025 801A Reporting Period or later, this will generate an error.

Updated 801A Field in the Provider Domain: Attendance Status
The previous 801A data field “Attendance Status 1” field has been updated to “Attendance Status”, which captures the attendance of each child enrolled in CSPP each month. This field is required; only one option may be selected from the following options:
- 01 – Child enrolled but did not attend any day due to program closure (temporary or emergency)
- 02 – Child enrolled but did not attend any day; program is open and operating
- 03 – Child attended all enrolled days with zero absences
- 04 – Child attended 1–5 day(s) in the month
- 05 – Child attended 6–10 days in the month
- 06 – Child attended 11–15 days in the month
- 07 – Child attended 16–20 days in the month
- 08 – Child attended 21+ days in the month
The following option will be removed from the 801A Report beginning with the July 2025 801A Report:
- 09 – Alternative Payment Program – No Need
If the retired codes above is submitted in an electronic file for an 801A during the July 2025 801A Reporting Period or later, this will generate an error.
CSPP contractors are responsible for tracking the attendance status for each child internally for reporting purposes.
Removed 801A Field in the Provider Domain: Provider Federal Employer Identification Number (FEIN) or Social Security Number (SSN)
The “Provider Federal Employer Identification Number (FEIN) or Social Security Number (SSN)” field will no longer be collected beginning with the July 2025 801A Report, and for every 801A Report thereafter. Please remove this field from electronic files beginning with the July 2025 801A Report, and ensure you are following the updated electronic file template, found in the Updated Electronic File Template section of this update.
Removed 801A Field in the Provider Domain: Program Code 1
The “Program Code 1” field will no longer be collected beginning with the July 2025 801A Report, and for every 801A Report thereafter, as CSPP is the only program code included in the CDE CDMIS 801A Report. Please remove this field from electronic files beginning with the July 2025 801A Report, and ensure you are following the updated electronic file template, found in the Updated Electronic File Template section of this update.

Updated 801A Reporting Schedule for April, May, and June 2025
As previously announced in the May 2025 CDMIS Updates webinar, the April, May, and June 2025 801A Reporting Schedule has been changed to accommodate the CDMIS for the updates in FY 2025–26.

CDMIS users will no longer be able to make changes to the April, May, or June 2025 801A Reports as of August 1, 2025, and the format of the 801A Report will be updated to include all of the new fields, remove all old fields, and update existing fields with the aforementioned changes. Additionally, the copy forward functionality will not be available from the June 2025 to the July 2025 801A Reports, so please prepare an alternative method for submitting your July 2025 801A data, either through manual input or electronic file upload.

In alignment with all of the changes being made to the 801A Report for FY 2025–26, the 801A Report Electronic File Template has been updated. For all FY 2025–26 electronic file uploads and beyond, please be sure to follow the new electronic file format to ensure all data fields are included and in the correct order.
