2026 English Language Arts/English Language Development Instructional Materials Follow-up Adoption (Transitional Kindergarten through Grade 8 (TK– 8))

Assembly Bill 121 (Education finance: education omnibus budget trailer bill, Section 89, statutes of 2025–26) directs the California Department of Education to partner with one or more research organizations, institutions of higher education, or other nonprofit organization with expertise in evidenced-based literacy instruction to develop guidance for the State Board of Education to adopt by January 31, 2026, to support the follow-up adoption conducted pursuant to Education Code Section 60227.

2015 English Language Arts/English Language Development (ELA/ELD) Instructional Materials Adoption (Kindergarten through Grade 8 (K-8))

Senate Bill 201 (Chapter 478 of the Statutes of 2013), signed on October 2, 2013, authorized the State Board of Education to conduct an adoption of kindergarten through grade eight instructional materials in ELA/ELD aligned to the California Common Core State Standards for English Language Arts and Literacy in History/Social Studies, Science, and Technical Subjects (CA CCSS ELA/Literacy) and the new California English Language Development Standards (CA ELD Standards).

Reviewer Information

The initial application period for Instructional Materials Reviewers (IMRs) and Content Review Experts (CREs) to evaluate instructional materials submitted by publishers and content developers for consideration of adoption by the State Board of Education was open from August through October 2025.

The Curriculum Frameworks and Instructional Resources Division is holding a second recruitment period to increase participation of current classroom teachers. This recruitment period will open January 16 and close February 13, 2026, at 5 p.m.

For each completed day of attendance at the four-day reviewer training session and the up to four-day assigned deliberation session, IMRs and CREs will receive a daily $125 stipend, up to a total of $1,000.

Program Type 4: Intensive Intervention for ELA Standards Maps

2026 Guidance Program 4: Intensive Intervention for English Language Arts

In the 2015 ELA/ELD adoption, a program type 4 submission was identified as grades 4–8. In the 2026 follow-up adoption, program type 4 is identified for grades 1–8, with flexibility of grade or grade spans included in submission.

Submissions may be inclusive of all grades one through eight. The appropriate grade-level standards map must be completed in full. Please note that each grade-level standards map also includes the standards from the preceding grades from Appendix 12-B: Matrix 1 from chapter 12, pp. 43–46, of the 2014 ELA/ELD Curriculum Framework. Therefore, any State Board of Education-adopted grade-level submission may be used for that grade and any preceding grades 1–8, inclusive.

For example:

  • A publisher/content developer submits a grade three program
    • This program may be used in any of grades 1–3
    • Standards map for grade three must be completed
  • A publisher/content developer submits a grade eight program
    • This program may be used in any of grades 1–8
    • Standards map for grade eight must be completed

Publishers and developers may choose to include additional standards in their program beyond those in the grade-level standards map; however, those standards and the content covering them will not be included in the program review.
