State Literacy Plan Development (25)
Information related to the development of the updated California Comprehensive State Literacy Plan, for review by the State Board of Education in May 2025.Data from the Comprehensive Statewide Literacy Needs Assessment (DOCX), disseminated to all California local educational agencies in December 2024, helped to inform revisions and updates to the State Literacy Plan (SLP). On February 5 and February 26, 2025, the California Department of Education (CDE) virtually convened the State Literacy Team (SLT) comprised of educators and literacy experts across California to provide input on revisions and updates to the SLP. Based on feedback received from the SLT and the State Board of Education (SBE), an updated and revised draft of the SLP (DOCX) will be presented to the SBE at its May 2025 meeting.

Statewide Literacy Needs Assessment
To prepare for the development of the Comprehensive SLP, the CDE conducted a comprehensive statewide literacy needs assessment available to all California local educational agencies, including county offices of education, districts, and schools (including charter). The CDE collected 88 responses from across the state. The CDE and the SLT used these results to inform statewide literacy priorities defined in the age/grade band sections.

State Literacy Team
A new SLP team was selected through a formal application process, open from December 1, 2024, through January 10, 2025. Selected applicants met virtually in two sessions during February 2025 to respond to the revised SLP and provide additional recommendations. These meetings were hosted and facilitated by the CDE and partners at the Western Region Comprehensive Center led by the American Institutes of Research.
