2026 English Language Arts/English Language Development Instructional Materials Follow-up Adoption Notice of Intent to Hold an Adoption.

The California State Board of Education (SBE) has scheduled an English Language Arts/English Language Development (ELA/ELD) Instructional Materials Follow-up Adoption for 2026. This follow-up adoption will consider publisher and content developer submissions for instructional materials programs designed for transitional kindergarten* through grade eight. Final SBE adoption consideration of submitted programs is anticipated to occur in November 2026.

Background

The SBE held the last primary adoption for ELA/ELD instructional materials in 2015 and is conducting this follow-up adoption to ensure newer materials aligned to the latest ELA/ELD instructional research are available to educators. Accordingly, this process will utilize the 2014 SBE-adopted English Language Arts/English Language Development Framework for California Public Schools, Kindergarten Through Grade Twelve (ELA/ELD Framework), the evaluation criteria found in chapter 12, and the supplemental guidance developed as authorized in the 2025 State Budget. The SBE will accept submissions for consideration of adoption within the five program categories as described in the ELA/ELD Framework. The SBE has approved, and the California Department of Education (CDE) has posted, the Schedule of Significant Events.

Publisher or Manufacturer Fee

Pursuant to California Education Code (EC) Section 60227 External link opens in new window or tab., the CDE will assess publishers and content developers participating in the ELA/ELD Instructional Materials Follow-up Adoption a fee for each grade level of each program a publisher or content developer submits for consideration of adoption. The participation fee will be $8,000 for each grade level pursuant to 5 CCR Section 9517.1 External link opens in new window or tab.. The fee shall be payable by the publisher or content developer even if it subsequently chooses to withdraw a program or reduce the number of grade levels submitted for review. For the purposes of this adoption, a small publisher or content developer is defined as one that meets all of the following criteria: independently owned or operated; not dominant in its field of operation; has 100 or fewer employees, together with its affiliates; and has average annual gross receipts of $10 million or less over the previous three years. * “Transitional kindergarten” means the first year of a two-year kindergarten program that uses a modified kindergarten curriculum that is age and developmentally appropriate (EC Section 48000[d]).
