Information about JCCC Schools Data
High-level overview regarding the collection and reporting of Juvenile Court and County Community (JCCC) Schools data.Background
California Education Code (EC) Section 48648 requires the California Department of Education (CDE), beginning with the 2024–25 school year, to annually provide information about juvenile court schools and county community schools.
The CDE is required to publish information on the following four data topics:
- Students who leave juvenile court or county community schools and re-enroll in a district or charter school.
- Students who leave juvenile court or county community schools and who do not re-enroll in a district or charter school.
- Juvenile court or county community school pupil access and completion of A–G requirements, tests, and accredited courses.
- Statewide summary of California School Dashboard (Dashboard) indicators by all juvenile court or county community schools.

Data Collection
The CDE collects student-level data from local educational agencies (LEAs) as part of the annual California Longitudinal Pupil Achievement Data System (CALPADS) data submission process. The information contained in these reports use existing CALPADS data collections and the Dashboard data files to meet the statutory reporting requirements.
Data Reporting
Re-Enrollment Data
To determine student re-enrollment, two academic years of data are needed to calculate the counts of student enrollment in juvenile court and county community schools. The information provided in this data file uses the cumulative enrollment of juvenile court and county community schools for the identified academic year.
Cumulative enrollment consists of the total number of unduplicated primary and short-term enrollments for the indicated academic year (July 1 to June 30), regardless of whether the student is enrolled multiple times within a school or district. Cumulative enrollment is calculated at each reporting level (e.g., school, county, and state) and therefore is not necessarily additive from one reporting level to the next. For example, if a student is enrolled in multiple schools within a district during the academic year, they are counted once at each school, but only once in the district's cumulative enrollment.
Using the cumulative enrollment data, the file then identifies students who are expected to re-enroll the next school year. These are students who did not:
- Graduate or complete their education
- Transfer to a private school or out of state
- Exit an LEA and are not expected to return the following academic year
For students expected to re-enroll, the file provides enrollment status based on the subsequent Census Day (the first Wednesday in October):
- Enrolled in a juvenile court and county community schools
- Enrolled in a traditional public or charter school
- Not enrolled in any public school
This data file is based on information from the CALPADS End of Year (EOY) 3 data submission as well as the subsequent year Fall 1 data submission.
Course Data
This data file provides information on the total courses offered as of Census Day (the first Wednesday in October) for juvenile court and county community schools and information on the following:
- Total number of courses offered
- Count of courses that meet A-G requirements (courses required for admission to University of California (UC) and California State University (CSU))
- Count of courses for which students earn college credit
This data file is based on information from the CALPADS Fall 2 data submission based on courses offered as of Census Day.
Graduation Outcomes
This data file provides information on the Four-Year Adjusted Cohort Graduation Rate for juvenile court and county community schools and includes information on the following:
- The number of students who entered grade 9 for the first time, plus students who transfer in at a later time during grade 9 or the next three years, minus any approved transfers
- Their graduation outcomes after four years
Additionally, for the graduation outcomes data file please note the following:
- The county and state totals are limited to students whose last exit is from juvenile court and county community schools.
- The data matches what is shown in the DataQuest Four-Year Adjusted Cohort Graduation Rate reports for these schools.
California School Dashboard
This data re-calculates student-level data to create a new statewide summary for all juvenile court and county community schools for the following Dashboard metrics:
- College/Career Indicator
- Chronic Absenteeism Indicator
- English Language Arts Indicator
- English Learner Progress Indicator
- Graduation Rate Indicator
- Mathematics Indicator
- Suspension Rate Indicator

Students in juvenile court/county community schools experience more educational disruptions than students enrolled in traditional school settings.
