Dear County Superintendents of Schools, Auditors, Treasurers, and Special Education Local Plan Area Directors:

Recertification of the 2008–09 Advance Apportionment

The 2008–09 Advance Apportionment was recertified after the enactment of the Budget Act of 2008 (Chapter 268, Statutes of 2008) as amended by Assembly Bill 88 (Chapter 269, Statues of 2008) and implementing legislation. The recertified Advance Apportionment total is $27,276,509,487. Towards the end of October, county treasurers will receive a warrant that reflects state aid for programs included in the recertified 2008–09 Advance Apportionment for elementary, high, and unified school districts; charter schools; and county offices of education. The Advance Apportionment previously certified on July 18, 2008, only apportioned funds for select programs whose funding is authorized apart from the budget process.

The recertified 2008–09 Advance Apportionment is calculated by applying adjustments authorized in statute to the 2007–08 Second Principal Apportionment data pursuant to California Education Code Section 41330. A summary of calculations to determine the recertified 2008–09 Advance Apportionment is enclosed. Current year data will be reflected through updates at the subsequent 2008–09 First, Second, and Annual Apportionments beginning in February 2009. Local educational agencies (LEAs) should budget accordingly.

County superintendents should advise districts and charter schools of this apportionment as soon as possible by providing them a copy of this letter. A copy of this letter and the applicable apportionment exhibits are available on the California Department of Education Principal Apportionment Web page at https://www.cde.ca.gov/fg/aa/pa/index.asp.
