Learning Recovery Emergency Block Grant, Fiscal Year 2025-26


Funding Description

Provides funding to county offices of education, school districts, and charter schools to be used for learning recovery initiatives through the 2027-28 school year that, at a minimum, support academic learning recovery, and staff and pupil social and emotional well-being.

Required Eligibility Criteria Only county offices of education, school districts, and charter schools in operation in fiscal year (FY) 2025-26 with average daily attendance (ADA) for kindergarten and grades 1 to 12, inclusive, as of FY 2021-22 Second Principial (P-2) Apportionment are eligible to receive funds.
Other Eligibility Considerations Local educational agencies (LEAs) that receive funds pursuant to California Education Code (EC) Section 32526(b) may expend funds to establish learning recovery initiatives through the 2027-28 school year that, at a minimum, support academic learning recovery and staff and pupil social and emotional well-being. All funds received shall only be expended for purposes specified in EC Section 32526(c). Charter schools that cease to operate before December 15, 2029, must report final expenditures to the department within 60 days of the effective date of closure and the department will collect any unexpended funds allocated.

Allocation Formula Funds are allocated on a per unit basis, pursuant to EC 32526, based on an LEA's FY 2021-22 second period reported kindergarten and grades 1 to 12, inclusive, average daily attendance multiplied by its 2021-22 unduplicated pupil percentage calculated pursuant to Section 2574 or 42238.02, as applicable. Funds allocated in FY 2022-23 were fully paid to LEAs and overpaid funds were recovered via offset to the Principal Apportionment or by invoice in FY 2023-24 based on a reduction of funding in the 2023-24 Budget Act. The total amount available in FY 2025-26 reflects the restoration of funds added to EC Section 32526(h) by Section 14 of AB 121 (Chapter 8, Statutes of 2025).

Other Funds allocated pursuant to EC Section 32526(b) shall be spent for allowable purposes specified in EC Section 32526(c) including, but not limited to, extended learning time, accelerating progress to close learning gaps and integrated pupil supports. LEAs are required to develop a needs assessment regarding the use and expenditure of funds received, pursuant to EC Section 32526(d)(1). Funds must be included in the Local Control Accountability Plan, or annual update to the plan, for the period of July 1, 2025, to June 30, 2028, pursuant to EC Section 52064.4.
