Migrant Education Program

Pursuant to the Every Student Succeeds Act of 2015, Title I, Part C, the purpose of the Migrant Education Program is to ensure that all migratory students can meet the same challenging state academic standards that all children are expected to meet. Funding supports high quality comprehensive educational programs to help overcome educational disruption, cultural and language barriers, social isolation, varying health related needs and other factors that inhibit the ability of migratory children to succeed in schools.

Application Release Notification
Letter issued to Migrant Education Program (MEP) Subgrantees announcing the Request for Applications for the 2026–27 fiscal year.
General Guidelines and Timeline General guidelines for 2026–27 grant cycle.
Online MEP Regional Application Access provided by the California Department of Education (CDE). Application to be completed by a MEP subgrantee.
Online MEP Scoring Rubric CDE provides the scoring rubric used to score the MEP Application to the MEP subgrantees.
Online MEP Direct Funded District Application Access provided by CDE. Application to be completed by a MEP subgrantee.
Online MEP District Service Agreement Access provided by CDE. Application to be completed by a MEP subgrantee.
Online MEP Memorandum of Understanding (MOU) Access provided by CDE. MOU to be used in lieu of a District Service Agreement (DSA) if the district serves fewer than 200 migrant students.
Summer Waiver Request Form This form is to be completed by operating agencies that are requesting exemption from the summer minute requirements in California Education Code Section 54444.3, and will be uploaded with the application. Access to form is provided by CDE via the online application system.

CDE General Assurances & Certifications

Required as a condition of receiving funds. Applicants must download and keep on file for compliance reviews, complaint investigations, or audits.
Migrant Education Program Legal Assurances and Certifications (DOCX)

These assurances and certifications are required for the MEP applicant as a condition of receiving funds. The included Family Biliteracy Program (FBP) Assurances are required for subgrantees who receive additional grant funds to run the FBP. Applicants will agree to all legal assurances and certifications via the online application system.
