Agenda Items

Item 1: Legislative update:

Blake Johnson discussed AB 2640, SB 20, SB 490, and provided budget updates. Legislators are currently on recess, but newly elected members will be sworn in January 2023.

Nutrition Services Division Director’s division and federal updates:

Kim Frinzell shared information about the following funding opportunities:

  • 2022 Kitchen Infrastructure and Training (KIT) Funds
  • Supply Chain Assistance Funds
  • Local Foods for Schools
  • School Food Best Practices

Ms. Shayegh inquired if the California Department of Education (CDE) has completed a fiscal impact of SB 490 (Buy American). Ms. Frinzell shared that CDE has not researched this. Ms. Frinzell also shared that the law allows a local educational agency to purchase nondomestic products provided the product is 25% less expensive. SB 490 becomes effective in January 2024.

Mr. Danzik discussed CNAC member terms. Three member’s terms will end at the end of this calendar year.

Item 2: Members share research and analysis of priorities:

Priority: Access to nutrition during the out-of-school time period, especially during the summer

  • CNAC members Natalie Cole, Cristine Holmer, Jane Alvarado-Banister, and Jackie Day shared a summary of their research into this topic, including benefits, obstacles, and solutions.

Priority:  Increasing access to school breakfast by adopting strategies that make breakfast more accessible

  • CNAC members Ryan Alvarez, Holly Hungerford Cocking, and Carrie Buck shared a summary of their research into this topic, including benefits, obstacles, and solutions.

Priority:  Ensure adequate seat time so that all students have time to receive and eat a nutritious meal

  • CNAC members Maryam Shayegh and Ron Little shared a summary of their research into this topic, including benefits, obstacles, and solutions.

Item 3: Members break into groups and draft action plans for each top priority:

CNAC members grouped together by priority, met in a remote-meeting breakout room and drafted their action plan outlining the necessary steps needed to develop a deliverable for that priority.

Priority:  Access to nutrition during the out-of-school time period, especially during the summer

  • CNAC members Natalie Cole, Cristine Holmer, Jane Alvarado-Banister, and Jackie Day will develop a white paper and web page content to inform school leadership.

Priority:  Increasing access to school breakfast by adopting strategies that make breakfast more accessible

  • CNAC members Ryan Alvarez, Holly Hungerford Cocking, and Carrie Buck will develop a white paper and possibly web page content to educate leadership and teachers.

Priority:  Ensure adequate seat time so that all students have time to receive and eat a nutritious meal

  • CNAC members Maryam Shayegh and Ron Little will develop a one-page informative document and a communication strategy to first reach district and school administrators.

Item 4: Members review and approve action plans:

CNAC members reviewed and voted to approve the current action plans as drafted.

Item 5: Members begin creating deliverables:

CNAC members discussed next steps. Members were advised that they may continue to work individually or with no more than a total of two members to discuss and continue developing action plans or completing action plan tasks. No decisions or actions may take place outside of the meeting space. Members will reconvene in March 2023 for a full review of any work done since the November meeting. Members will vote on updates as necessary and continue their work to develop deliverables for the three priorities.
