Strong support to establish Tustin International Charter School (TICS)

Dear Advisory Commision on Charter Schools,

I am writing on behalf of Better Chinese Inc, a leading provider of Mandarin language and immersion curricula used by hundreds of schools across the United States and internationally, to express our strong support for the petition to establish Tustin International Charter School (TICS).

As a founder and CEO of Better Chinese Inc, I have had the privilege of working closely with Steven Chuang, who has demonstrated exceptional leadership in Mandarin immersion education through his work at College Park Elementary School and as the founding principal of Irvine International Academy. His longstanding commitment to high-quality dual language education is evident in the success of these programs, both of which adopted and implemented the Better Immersion curriculum with fidelity and distinction.

Tustin International Charter School represents a forward-thinking initiative that will expand access to rigorous, culturally enriching, and research-based Mandarin immersion instruction for students in Orange County. With a clear academic vision, a proven instructional model, and an experienced leadership team, TICS is well-positioned to become a flagship program.

I grew up in Orange County. This is so meaningful and personal. We are proud to support this effort and look forward to the opportunity to partner with TICS in delivering a world-class Mandarin language experience to its students. We are confident that the approval of this charter school will contribute positively to the linguistic and global competencies of the region’s future generations.
