Overview
Assembly Bill (AB) 130 Chapter 44 Section 157 of the 2021–22 California State Budget and AB 181 Section 138 of the 2022–23 California State Budget established the Antibias Education Grant Program. A sum of $20,000,000 was appropriated from the General Fund to the Superintendent of Public Instruction (SSPI). The purpose of the Antibias Education Grant Program is to prevent, address, and eliminate racism and bias in all California public schools, and making all public schools inclusive and supportive of all people.
Summary
After two rounds of applications, 104 grantees were selected to receive funding under the Antibias Education Grant Program. Out of the 104 grantees, 58 were school districts, 13 were county offices of education, and 33 were directly funded charter schools. Representing communities across the state, grant programs varied significantly due to the individual needs of each school community.
However, across all grantees, successful implementation of grant programs was often rooted in pre-existing organizational commitments to eliminating racism and bias. Similarly, grantees with strong and established data-informed practices drew on a broad range of information, including student surveys, interviews, achievement data, and discipline data, to identify and address student needs. Cohesive instructional leadership enabled grantees to successfully select and implement curriculum addressing hate, bigotry, racism, and other forms of bias. Established student leadership programs provided a foundation for meaningful student-led efforts to promote inclusion, and many grantees further elevated student voice by incorporating student leaders into decision-making spaces traditionally reserved for staff, ensuring that student perspectives informed implementation efforts.

, the SSPI, in consultation with the executive director of the state board and the Antisemitism Prevention Coordinator established pursuant to Section 33803.1, shall develop and maintain a distinct internet web page containing resources and information specific to antisemitism on its internet website. Genuine, Empathy & Nurturing Intellect for Underserved Students (GENIUS) Initiative
