Executive Summary

This report is required by Assembly Bill 181, Section 137 (Chapter 52, Statutes of 2022) and Senate Bill 114, Section 104 (Chapter 48, 2023). The Literacy Coaches and Reading Specialists (LCRS) program has two cohorts. Cohort 1 received $225 million in 2022–23, and cohort 2 received $248 million in 2023–24.  

The purpose of the LCRS program is for the eligible sites to develop school literacy programs, employ and train literacy coaches and reading and literacy specialists, and develop and implement interventions for students in need of targeted literacy support.

Additionally, the authorizing legislation provided $27 million for the Literacy Coaches and Reading Specialists Educator Training (LCRSET) grant to be awarded competitively to a county office of education (COE) or consortium of COEs to develop and provide training for educators to become literacy coaches and reading and literacy specialists, provide support for the local educational agencies (LEAs) that receive the 2022–23 and 2023–24 allocation, and to provide support in meeting the State Superintendent of Public Instruction’s (SSPI) goal of all California students reading by third grade by 2026. The California Department of Education awarded Sacramento County Office of Education, which partnered with the Napa COE as a co-lead, as well as the following counties as regional hubs for this project: Butte, Glenn, Imperial, Kern, Kings, Los Angeles, Merced, Monterey, Riverside, and Santa Clara. As regional hubs, each county supports LCRS sites over the course of the grant.

This first legislative report provides information on the received LCRS annual reports and how they used funds to employ literacy coaches and reading and literacy specialists, develop and implement school literacy programs, including family literacy supports, how expenditures impacted students’ literacy achievement, and how LEAs plan to continue to fund LCRS activities past the award period. Additionally, this report covers the support that the LCRSET grant has provided.
