Dear Executive Directors, Preschool Programs:

Update to Rate Supplements for Preschool Contractors

The 2021 Budget Act allocates funding for reimbursement rate supplements to address inequities between the standard reimbursement rate and the regional market rate ceiling for preschool programs. These rate supplements will be funded by state Proposition 98 funds for Local Education Agencies (LEAs), while non-LEAs will receive federal American Rescue Plan Act (ARPA) of 2021 funds and state General Funds.

Update to Data Utilized for Allocations

The California Department of Education (CDE) had announced on January 12, 2022, that it would utilize September 2021 enrollment data submitted within the Child Development Management Information System (CDMIS) CDD-801A as part of the rate supplement allocation calculation. After receiving feedback from contractors and interested parties, the CDE has decided to instead utilize October 2021 enrollment data submitted within CDMIS in order to capture more current child enrollment for CSPP contractors. Therefore, it is imperative that all Preschool contractors review their data submitted for the month of October 2021 to ensure the accuracy of the information that has been provided.

Timeframe for Allocation Process

The Early Education Division sent a communication to distribution list subscribers on January 24, 2022, to communicate that October 2021 CDD-801A data must be submitted or revised no later than Friday, February 4, 2022, within the CDMIS. The CDE will utilize October 2021 CDD-801A data to complete allocations shortly thereafter, and rate supplement apportionment payments are expected to be issued to contractors in April.
