Negative Certification
A negative certification is assigned to a school district or county office of education when it is determined that, based upon current projections, it WILL NOT meet its financial obligations for the remainder of 1996-97 or 1997-98.
There are no negative certifications.
Qualified Certification
A qualified certification is assigned to a school district or county office of education when it is determined that, based upon current projections, it MAY NOT meet its financial obligations for 1996-97, 1997-98, or 1998-99.

* The county office of education changed the district's positive certification to qualified.
NOTE: After the close of the First Interim Report period, the Los Angeles County Superintendent of Schools invoked Education Code Section 42127.6 for the Centinela Valley Union High School District ($27 million budget). This section of the law allows the county superintendent to take the necessary actions consistent with a Qualified certification to ensure that the district is able to meet its financial obligations.
