California English Language Development Test (CELDT)

Funding Description

The California Department of Education (CDE), through this Request for Proposals (RFP), invites submission for the ongoing development, administration, scoring, reporting, and analysis of the California English Language Development Test (CELDT). The CELDT is a criterion-referenced test aligned to the State Board of Education (SBE) adopted English Language Development (ELD) Standards that assess the English language proficiency of pupils whose primary language is a language other than English.

Eligibility

Eligible Applicants Institutions of higher education, local educational agencies, nonprofit organizations, other organizations or agencies
Required Eligibility Criteria The bidder must be legally constituted and qualified to do business within the State of California. If required by law, any business entity required to be registered with the Secretary of State, must submit a current Certificate of Good Standing issued by the California Secretary of State.
Other Eligibility Considerations The bidder must have at least 36 months of recent experience in the development, administration, scoring, reporting, and analysis of results of large-scale assessments.

Other Contract funding is contingent upon appropriation in the annual Budget Act. Previously, CDE has been appropriated $12,000,000.00 per fiscal year (FY). The money is appropriated for entire fiscal years; therefore, the entire fiscal year funding is not available for this contract in 2008-09 (maximum of $2,168,000.00), FY 2009-10 (maximum of $11,673,000.00), FY 2010-11 (maximum of $12,110,000.00), FY 2011-12 (maximum of $1,000,000.00), and FY 2012-13 (maximum of $1,000,000.00) due to the overlapping of contracts.
