ESSA Comprehensive Support and Improvement County Offices of Education

Consistent with the California statewide system of support’s focus on increasing the capacity of local educational agencies (LEAs) to meet the needs of all students, the Budget Act of 2023 appropriates $5 million of Every Student Succeeds Act (ESSA), Section 1003 funds to county offices of education (COEs) for the purposes of supporting development and implementation of Comprehensive Support and Improvement (CSI) plans in coordination with the statewide system of support for LEAs established in the California State Plan for the federal ESSA.
