Flexible Categorical Program Funds


Funding Description

Prior to fiscal year 2008–09, funds for 41 categorical programs were restricted to specific purposes. Per EC Section 42605, these funds are now unrestricted. LEAs may use the funds to provide services under the pre-flexed programs or for other education purposes or programs. This profile addresses the 35 flexible categorical programs not allocated through the Principal Apportionment. Eligible Applicants Local educational agencies, nonprofit organizations, other organizations or agencies
Required Eligibility Criteria All entities that received funding in the 2007-08 or 2008-09 base year for programs that are now flexible are eligible for funding. To identify the base year for each flexed program, refer to the Fiscal link below under Additional Information.

Allocation Formula From fiscal years 2008-09 through 2012-13, funding for the flexible programs will be based on base year 2007-08 or 2008-09 funding levels as specified in Education Code Section 42605 and identified on the worksheet accessed through the Fiscal link under Additional Information. In the current state fiscal year, each LEA will receive the same percentage of the available funding as it received in the base year.

Other Per Education Code Section 14401.1, these funds are allocated on a 5-5-9 basis. 5-5-9 means that 5 percent of funds made flexible will be allocated in each of July and August and 9 percent each month from September through June.
