Special Education Extraordinary Cost Pool for NPS/LCI

Funding Description

As part of the Special Education Assembly Bill (AB) 602 formula, this program reimburses special education local plan areas (SELPAs) for extraordinary costs of single placements in nonpublic, nonsectarian schools (NPS) and special education-related services for pupils residing in licensed children's institutions (LCI). Single placement costs in excess of the annual threshold amount will be reimbursed, subject to available funds.

Allocation Formula Costs for a single placement in excess of the applicable threshold amount will be eligible for reimbursement. The threshold amount for 2021-22 for SELPAs that are not considered necessary small SELPAs as defined in California EC Section 56836.21 is $84,933.06. The threshold amount for 2021-22 for necessary small SELPAs is the lesser of $84,933.06 or one percent of the SELPA's net entitlement for 2019-20 fiscal year. The cost-of-living adjustments (COLA) provided for this fiscal year includes the suspended 2.31 percent 2020-21 statutory COLA and the 1.70 percent 2021-22 statutory COLA. If the total reimbursable amount exceeds the current year appropriation, all claims will be prorated. Note: In addition to the current year appropriation, any funds not used for Necessary Small SELPA's Extraordinary Cost Pool for Mental Health Services are made available for this program, if needed.
