Funding Description

The purpose of this grant program is to expand access universally to preschool programs for three-and four-year-old children across the state through a mixed-delivery system. The program funds local planning councils (LPCs) and resource and referral (R&R) agencies to support the mixed delivery system of Universal PreKindergarten (UPK). The grant focus is to support the relationship building between the local education agencies (LEAs), county office of education (COE), the LPC, and the R&R.

Required Eligibility Criteria LPCs and R&Rs who received funding for the UPK Mixed Delivery Planning Grant Round 1 are eligible for Round 2 funding.
Other Eligibility Considerations Applicants must submit a Request for Data (RFD) to be eligible for funding. To the extent funds are available in the annual Budget Act for the 2024-25 fiscal year, existing grantees will be eligible to apply for a renewal grant.

Allocation Formula Funding will be allocated to county's based on the following allocation formula: - Base Funding: a base grant for each county based on the number of three- and four-year-old children in a county -Supplemental Funding: a supplemental grant will be provided to grantees based on the following: - The number of three- and four-year-old children in the county who are currently eligible for, but not enrolled in, subsidized preschool programs as part of the mixed-delivery system for universal preschools - The number of three-and four-year-old children with exceptional needs in the county.
