Education for Homeless Children and Youth (COE)


Funding Description

The purpose of this program is to facilitate the enrollment, attendance, and success in school of homeless children and youth, and ensure equal access to the same free, appropriate, public education provided to all other students. These funds can be used to facilitate coordination and collaboration among local educational agencies (LEAs), service providers, and community agencies. County offices of education (COEs) are being asked to build capacity among various stakeholders and connect them to resources.

Required Eligibility Criteria For the purpose of this grant, only county offices of education (COEs) can apply for this grant.
Other Eligibility Considerations Applicants were approved for a three-year project period, beginning with Fiscal Year 2024-25. The California Department of Education (CDE) will issue a new grant award each fiscal year. FY 2025-26 is the second year of the three-year grant cycle.

Other The project period is July 1, 2024, to June 30, 2027. COEs will be required to: (1) Use countywide homeless education data to target professional development activities, build awareness, and address the homeless education needs of LEAs in the county. (2) Provide professional development and technical assistance to all homeless liaisons within the county, including charter schools. (3) Develop memorandums of understanding (MOUs) with various stakeholders. (4) Create and disseminate homeless education materials and resources.
